Monitor hotplugging was supported by fglrx for my Radeon HD4870. Might want to update the additional instructions if fglrx now supports it for all cards. I also noticed that using fglrx makes Monitor Preferences completely useless (which is to be expected). All changes must be done through the ATI CCC as Administrator.
